As you said, within a couple of years......I truly don't have an answer to that: Steve left, I believe because he felt his input as a writer wasn't appreciated enough and I would add, as a player, he was quite stifled by Tony. He released two solo albums without any particular fuss from the others, my personal guess is, he wasn't really missed in that department. it was a whole different story when Peter decided to take a leave of absence from the band.
I would venture the problem was mainly timing.
Perhaps and again, I truly don't know, they felt the band should have been the main focus but eventually of course, things change and around 78 perhaps they believed it was time to try new things, without jeopardizing the band. Things change, I think we can all agree that in Genesis timeline 74, 76 and 78 are very different periods. Who knows? I personally always found odd that they went on to record Trick, which was undoubtedly a crucial moment in the band's history, while Steve was recording a solo album.

Wasn't one of the main things that changed in 78/79 an enforced hiatus in band activity due to Phil temporarily moving to Canada to try to save his marriage?

That too of course but I also think their attitude had changed and the band were in a different place.
They told Phil to sort out his things and went on to record their solo albums.
I don't recall the same empathy when Peter's first wife had trouble with her pregnancy. They were younger, much more driven and intense and in a way they were still struggling as a band.

One, PDT was well after departure, and I doubt they cared much what he did by then! wink
