however, the working titles suggest that they still didn't know what those songs would be about. it seems odd to me that they wrote a piece of music in progress called irish, and at a given moment phil -in this case- said: "guys, i think i'll write a lyric about the railway construction, it will fit this music perfectly!".

For me, the working title of 'Irish' links in perfectly with the lyrics of 'Driving The Last Spike' as a lot of Irish navvies were used in the construction of the British railways, see https://en.wikipedia.org/wiki/Navvy. Mind you that article, correct or not, does state that only approximately 30% of navvies were actually Irish.
