Yet, despite this, apparent anti-benefits culture, it is also clear that Americans will give you the shirt off their back when needs be. They just don't seem to like being made to. They would rather do it voluntarily. I would suggest Brits are not quite so generous of spirit on a one-to-one basis.

All that said (And I expect you will disagree with much of that!) these bribes are pointless. If a mum-to-be really cared, she'd quit for the baby, not some minor monetary gain. It's also hard to see how they will be monitored. It's easy to SAY you've quit, and not smoke in front of the health care workers, take the bung, and carry on smoking away from view.

Almost all babies born to smoking mothers will exhibit no detectable health issues at the time. They will be smaller and less "robust" than had mum not smoked, and may develop illnesses that they otherwise may not have done in later life, but whether any evidence or research exists to demonstrate this in individual cases is unlikely. Who's to say that an illness you suffer at 30 was because your mum smoked while expecting you?

The bottom line is that perhaps Darwinism should be allowed to take its course here, Google "Chav" and you may end up agreeing! wink

I think Lily qualifies as a US citizen. Some of the time. You are not alone! smiley

If you read sites with mainly Republicans that is what you are going to see. Some only see the people like on that awful Channel 5 show about people in Sheffield on benefits. 'Too fat to work' or 'If I didn't claim benefits (has done for many years) I wouldn't be able to look for work was an actor' etc. lipsrsealed

Regarding Republicans and social Darwinism and personal responsibility....

The big right-wing talking point this week has been about the blizzard that hit the Northeast. Boston and much of New England got walloped with three feet of snow, but the storm mostly missed the New York City area. Prior to the storm the Mayor of NYC and the Governor of NYS (both Democrats), issued plenty of warnings to their citizens... don't go out if you don't have to... stock up on essential supplies... prepare for power outages, etc....

The right wing freaked out (but only after the storm passed-by). "They treat their citizens like idiots. Who are they to tell people what to do? What right do they have to advise me to stay off the streets??"

Umm, duh. Isn't it the responsibility of mayors and governors to help keep their citizens safe? I don't get it. Call me a misanthrope, but it's my opinion that there is a small segment of society that will stick a fork in the light socket unless someone tells them not to. wink

But my favorite example of all this... Our First Lady Michelle Obama is on a campaign to reduce childhood obesity and diabetes and to promote healthy eating. She often makes speeches about this, ostensibly to help suggest to parents how to avoid some of these problems. Then the pinheads like Sarah Palin respond by saying, "Who is she to tell me what to feed my children? If I want to serve my kids chocolate cupcakes for breakfast every day, that's damn well what I'm going to do!"

Yes, very hard to monitor. However if it could be monitored I would favour a financial penalty for smoking whilst pregnant rather than a reward.

I would say they'll have to check in for the tests to get their money. They really ought to care more about their unborn babies though! There's always birth control if they really don't care.

I agree, far too costly. The NHS haven't enough money, and prevention being better than cure doesn't always work.
